Elected and appointed directors, managers, and staff of special districts from across the Ozarks are invited to join a first-of-its-kind forum in Missouri aimed to bring these local government stakeholders together over common issues.
The Ozarks Special Districts Summit will be hosted in Lebanon on July 31, and will offer special district leaders practical resources and best practices on shared local government needs – including a formal presentation from the Missouri Attorney General’s Office diving into the Missouri Sunshine Law.
This half-day event will provide governance essentials on a range of topics for special districts, including an overview on the preparation and use of municipal bonds, the advantages and risks of using artificial intelligence, and districts’ accounting needs. Representatives from state and federal elected officials’ offices will also engage in a legislative panel and discussion.
Presentations offered at the Summit will apply to all types of special districts, regardless of whether they are ambulance, fire, library, hospital, healthcare, 9-1-1 communications, public water supply, or a soil & water conservation district.

As the Summit is aimed to provide a resource to public officials and staff of Missouri’s special districts, the Summit is open to the region’s special district stakeholders at no cost, thanks to presenters and sponsors.
Registration closes Monday, July 29.
Special district leaders attending the event may arrive at 9:15 a.m. for networking coffee. Lunch will also be provided, sponsored by Gilmore & Bell.
Karr Advocacy Strategies, a small business focused on advocacy for, and advancement of, the nation’s special purpose governments, is coordinating the Summit. Karr Advocacy has so far coordinated successful special district events on local, regional, and state levels in Arizona and Texas. Karr Advocacy’s owner, Cole Arreola-Karr, grew up in the Stoutland area and graduated from Stoutland High School and the University of Missouri.
“Special districts are the most common form of government in Missouri and across the country, yet so few resources are geared toward their collective enhancement and advancement,” said Arreola-Karr. “We’re excited to coordinate this event at home and to bringing the surrounding districts together for collaboration in an effort to enhance delivery of services to their communities.”
